I do believe that the state of MN does have BSL (Breed Specific Legislation), however I am not sure if its town/city specific. I would contact your local court house.

Pets are guaranteed to cost money in property damage. Never rent to people who live with animals. Pit Bulls fight and bite. That is what they were bred for...to fight and bite. You will generate liability problems for yourself renting to applicants who own these types of breeds.
