In New York State, am I required by law to send a lease renewal/new lease when the current lease expires?

I really depends on what you have written in your lease. Usually if no notification is sent it will renew as a month-month lease. You and the tenant would only need to give 30 days notice to end the lease.

I would like this to be stated as either of us having to give a 30 day notice to end the lease.
