new flooring replaced w/o authorization, she wants to be re-imbursed. I did not know the condition of the carpeting, she replaced it with a wood floor without asking.

Sounds like alterations to property- usually not allowed in a model lease.  You didn't ask for it, it's not documented if you wanted, you could go after her for triple damages.
As Brian D stated above and don't forget to remind her IN WRITING that alterations with out owner's written approval are in violation of her lease/agreement (hopefully it's in yours) and that it is now property of the landlord (that's also in your lease, right?) and that she will be held responsible for replacement and/or any damages caused from it's removal should she decide to take it with her when she leaves.
Tell her you didn't ask her to do it, you didn't authorize it, and you're not paying for it. That's what I'd do, because otherwise you relinquish all control over your rental properties.
