My dad and I share a rental condo, but the tenants have demonstrated continued late and insuffient pay on their rent. I want to evict, but in this market, my dad wants to keep them there and work with them. Any suggestions?

I have tried to deal with this and from experience , you should nip it in the Bud , because it could cost you a lot of money if you have to hire a lawyer and wait for it to go to court .

First, you and your dad have to agree on what action to pursue. Then, go from there.
