Unauthorized ccupants

I have tenants who have 5 to 6 unauthorized occupants living on the premises. Can I charge 10 % of the rents for each one in LA, California?

Depends upon the law in your state!
What does your lease say?  In most cases you can evict them or add them to the lease,  but not just randomly charge rent to people who aren't on the lease.
