Duplex shared water meter

I have a duplex in which both units share the same water meter. Currently, the back tenant pays the water bill since the front unit was not rented. I now have tenants moving into the front unit. Should I have tha back tenant continue paying the water bill and just state on the rental/lease agreement for the new tenant that they are responsible to pay the back tenant their portion of the water bill by a certain date monthly? I would prefer the back tenant keep the water under his name and not have to transfer the bill to my name.

California Civil Code Section 1940.9 Shared Utilities - covers gas and electric but I would use this as a guideline for water as well.
