I have a tenant that moved out owing me two months worth of rent and left the house a total mess. The clean up and the damages exceed the security deposit. What is a judgement and how do I get one?

You need to take them to court for the remaining damages, and assuming you win, you'll be able to file for a judgment, which is a legal right to collect a debt. It will be up to you to actually collect that money from the tenants.
