Tenants delinquent with rent and unable to contact them

Hi, I'm hoping someone is able to provide some clarification. I have a townhouse in Pennsylvania and the tenants are 10 days late with the rent. I sent a certified return receipt letter on March 7 with 30 day Quit after attempting to call several times (phone was disconnected and cell phone goes directly to voicemail). I have also posted notice on the door I've left multiple messages with no reply. It appears that no one has been staying at the house and I'm concerned about being able to adequately give them notice So I can begin the eviction process. I am keeping detailed records of everything. At what point can I file for eviction with the District Justice if I cannot find the tenants?? Thank you for any insight you can provide.
