Fixed period rental (or maybe guest room)

I have a rental (I consider it a guest room) where I have a fixed term agreement.  Each month they either check in or check out with a brand new agreement signed and the old one discarded.  Some have been there for years-either monthly or weekly.  Recently one of my monthly ones did not pay.  I called the police and he said because I have an agreement for as long or longer than 14 days I must go through the eviction process-which is exactly what I do not want to do.  He said it was right there in the code-which I cannot find.  What is the specifics because the Guest must pay in advance, no late payments accepted....please help.

David, if they signed an agreement... what does the agreement state with regards to non payment? Giving notice is the first step in the eviction process.
