Deliverence of notices to teanants in writing

Can I hand deliver NON-RENEWAL notice    MOVE OUT list and RIGHT TO SHOW  APARTMENT?   i want to safeguard a denial by tenants that they received these notices.

Hand-delivery is good but if the tenant is not receiving it, I would follow it up with mailing it regular mail PLUS Certified, Return receipt requested.
Hire a constable, costs about $50 but it stands up in court...
