Can I hold my former tenants responsible for leaving a roach infestation

Hello, When my former tenants moved out on September 15th, they told me they had put some roach traps down because they had seen a few. When we went to flip the house for the new tenant there were more than a few so we sprayed and put traps down. Now I've wound up having to contact the exterminator because our attempts were unsuccessful. When my former tenants moved in there was absolutely no issue with roaches (I know because I lived there before them). Can I hold them responsible for the roaches? Mind you, this is a row home and apparently other neighbors have sprayed their houses for roaches as well. Thank you.

Yes I would deduct the cost of extermination from their deposit.
