Is there anything I need to do to be able to rent it out? How can I make sure these tenants pay for breaking the lease?

Make sure that you have documented proof that property has been abandoned then you can move left possessions to storage and ready the unit for new tenants. If there is not sufficient evidence post an eviction notice then move items to storage and change locks etc.
