Tenant death

My mother recently passed and my sister had been living with her for the pass year but was never added to the lease.  Now not even a month after my mother's passing the property owner wants to evict my sister even though she makes enough to cover the rent. They wont even offer an opportunity to take over the lease. Is this legal? What can we do to keep the apartment?
