Tenant move out / security deposit

I have a unit with three roommates and a security deposit. One roommate is moving out, the remaining two roommates found a new roommate. The departing roommate was asking about her security deposit. I did not do a security deposit for the incoming roommate...did a move-in fee instead (I'm moving away from security deposits). How do I handle the security deposit for the departing roommate?

If this roommate paid a security deposit, this roommate is entitled to receive it back minus any damages other than normal wear and tear. If it was broken into three you will give the portion back. Move in fee? I am not sure i have ever heard of that. i would do research on fees you are allowed to collect to be sure it is legal.
