Smoking

My apartment building in rural Nevada is a non-smoking building and all but one apartment is compliant. The offender insists he does not smoke inside but the odor is there and the neighbors and an old roommate (that I no longer can get a hold of) report that he smoke inside. The neighbors claim the smell is invading their space. The signed rental agreement states no smoking.  What actions can I take especially since I haven't seen the infraction live with my own eyes.  I really want to remove him from the apartment for multiple reasons.
