Eviction Notice for Non Payment during Covid in WA

Our governor has temporarily prohibited residential evictions and temporarily impose other related prohibitions statewide unit 11:59 pm on March 31 2021.  Can we send eviction notice now (February 2021) if rents not paid and have it be effective 4/1/2021?
