Is there any NM rule re: who is responsible for the maintanance and repair of the heating, plumbing, electrical, and water systems when a house is rented? Also, if any of the working appliances need repair or replacement, who is responsible for that?

Generally the landlord, unless it specifically states otherwise in the lease agreement.
