keeping items from tenant leaving

When a tenant moves out and leaves things behind ,with no way to find her as she's moving in with a friend here and a friend there, two people are taking care of her 3 children ( hiding them as Social Services are looking for her). She is Canadian and no green card.Never worked but had 3 children with 3 men. Everone else takes care of the children. What or how can I give a notice to her, other than newspaper. She's left no forwarding address ,from my place. She lived with her sister in my rental and she moved cutting off all utilities.I went toCode and had help in getting her out.
