Whats constitutes a "service animal" or 'compnaion animal"

I have a younger husband and wife who live in one of my units in a small four-plex in Portland Oregon. I have a strict "NO PETS" policy. Well, I recently discovered they have a pet. One of the tenants stepped in dog feces! They at first claimed they were watching it for a friend, then later in the text messages, they said they rescued it. and begged me to allow them to have it. I told them absolutely not! Now they are claiming it is a companion animal for the wife who is ill. and there is nothing I can do about it that I have to allow the dog to stay. Does anyone have any experience dealing with this type of situation? If so, please help me!
