Pet Deposit for Service Animals

My tenant just got a black lab dog. A neighbor gave it to the tenants because the neighbor was going to put the dog down and they felt sorry for the dog. Now the tenants are stating they do NOT have to pay the pet deposit because it is a emotional support service dog. We haven't a clue if the dog is house-trained or not. It is not a certified service dog. Tenant states her previous landlord allowed her to have 3 cats for her emotional support animals. FYI, We only have 2 houses we rent out and manage our own rentals. What qualifies as a "service animal?" Can we require her to pay a pet deposit for an emotional support dog?
