condemned unit

A unit gets condemned due to tenant not paying utility bill and being there w/o electricity. Do I have to evict, or just send notice of clear out based on abandonment?

If there is a still a person in the unit, no matter who they are you need to start eviction. It stinks but this is how it works. Police or authorities will not remove anyone from the premises without the proper paperwork.
