Sleeping in van

Has anyone ever had a neighbor that lets friends sleep in there van in guest parking and there driveway at a town home. These people are not the owner of the unit their friends of the renters. The police say there is nothing they can do??? This is very annoying they are there every night. The owner has done nothing to stop this. These people have been in trouble with the law before. I want to know why they are allowed to stay per the police and the association. I may lose my tenants for this reason. They don't feel safe.

I would have the vehicle towed, or talk to the community about having a sign put up that states unauthorized vehicles will be towed.
