What should the rent to income ratio be?

I like thirds or as realistically close to thirds as possible. Often times tenants really should make twice the amount of rent as other bills and utilities come into affect. I always consider a rounded estimate of utilities on top of the rent cost. If they can afford rent and utilities then hopefully they will be able to also pay their other debts as well.
