Who would be responsible for treating the house/apartment, landlord or tennant?

The Landlord would always be responsible for this. As there is no way to prove how the bedbugs got there and in the full interest of the landlord and the well being of the property, the landlord would want to have this taken car of immediately.

Yes it does fall on the landlord eventually, however bed bugs come from person bringing old furniture, mattress, etc. in a single family home, there was never an issue until the tenant moving other homeless people in.
