How can a "New York State Demand For Rent" be served? Does it need to be served by a process server?

Certified mail will never fail. However, I (20 years as a landlord) always use the sheriffs department then pass the cost on to the tenant. Some process server companies can be kind of shady and expect more money if they are having difficulty finding the tenant.
