PET AGREEMENT.

My Tenant just adding 1 Pet (Cat) each year whenever renewal without notify me. Beside the Pet fee do we charge monthly Pet fee as well since this is the 3rd year and she had 3 cats. I saw 4 totals in the property, but she said the 4th one is from the neighbor. What should I do since it's a renewal for another year and I do not want this happen again? Need suggestion.
