requesting to see tenants current apartment

Is it legal to request to see a potential tenants current apartment?  What I am interested in seeing is if the apartment is tore up or that there is an odor because of the dogs.

You can request it but they don't have to allow it.
I suppose you could "drop off" their rental application at their current residence. However I am not sure what the legalities are to request this.
