If I deny the application due to credit issues do I have to provide them any documentation other than the letter?

By law you do not you can simply say that they did not meet your financial standards from the results of the credit report. This is not discrimination just a wise choice on your part. If you do a credit check on them through an online company they will also usually have access to the results so they would be able to see what their own score is and results.
