"Therapy" Dogs

We don't allow pets in our apartments. A women called to say that she has a therapy dog. I hadn't heard that term before. I looked at the State of NY's website about rental regulations and according to this site a renter can not be turned down if they have an animal that was perscribed for the renter's emotional health. Has anyone dealt with this? Is it true that as long as any' doctor writes a note saying that the person will benefit from having an animal that landlords cant disqualify an applicant? Anyone can say they are depressed and get a note from a doctor. Has anyone had exprience with this? We live in New York State (not NYC). Thanks for your interest and input.

Yes this is true. I still charge a pet deposit or a cleaning fee for the pet if this happens.
