Lease Agreement

Hello, I have processed a rental application from a proposed tenant and on 7/15 moved forward in sending him a lease agreement.  On 7/18 he sent me a text message saying he had a few questions.  I responded to him asking if we could discuss his questions the next morning.  He text me back saying he was busy and would email me his questions.  5 days have gone by without hearing from him.  At this point no lease has been signed, and I have no security deposit holding the property.  I have other interested parties....in the State of South Dakota, can I move on since I have nothing signed and no deposit in the bank or is their a period of time I must wait?  Thank you Cathy
