Can the landlord increase the rent to include the cost of HOA fees? In California. It's a new rental, and the landlord is wondering if they can raise the rent to include HOA costs.

The fees are usually on a pay-as-you-go basis and generally cannot become a lien on the homeowner’s unit or property.
