Im gonna meet my future tenants today to sign the lease wish start on DEC 15 . He wants to give the security deposit and the first month check but he wants me to cash those checks three days before they move in.. is that correct? what is gonna happens is they decided not to move in a week before the lease starts

Only give possession of the property when you have the lease and security deposit. It's a bad sign if they want you to wait to cash the checks ... means they don't have the money. The question you should be asking is, what happens if they give you the check and then you go to cash them, and they come back NSF? Now they're living in your property and you have to evict to get them out. Better to get a certified check, money order, or even cash for the security deposit and first month's rent.
