new partner for tenant put on lease then take them off.

This is the second time my tenant requested the lease be rewritten to include a new partner. Each time the new partner has move out and requested to be taken off the lease. How do I discourage this behavior? It involves more paper work and time.

You might not want to add any 'new partners' to the lease, but do an addendum to include them.
