Tenant move out request

A tenant signed a 12 month lease and moved into a unit on 9-1. The tenant now wants out or moved to a different unit. He is citing "unlivable conditions" due to a loud electrical box outside their bedroom window. I don't have another unit to offer them. Am I obligated to honor their request?

Usually "Unlivable Conditions" means Safety, hot water, heat, and basic sanitation. I don't believe that the sound of a working electrical box would fit in any of those categories. If you do not have the unit to honor their request, I don't believe you would be required to.
