Who pays for small repairs?

A toilet was clogged and I sent a plumber to fix it. The lease says that the tenant is responsible for repairs up to $200, which automatically had me thinking they were responsible. Is this so? What about the landlord needing to keep major issues, like running water, functioning? It seems like a fine line to me. I also have another question about a modem. I put in a new modem about four months ago, and it now is not working properly. Who is responsible for the replacement? Thanks.
