does owner pay property taxes? also, there is some confussion as to amount of insurance an owner carries

Yes the owner would pay the property tax, it can be included into the rent directly. Always have the renter purchase their own renters insurance, this would be included in the their business insurance most likely but as a property owner you would always also want your own insurance. As always this can all be negotiated on and written in the lease to best suit both of your needs.
