Single water bill in a two-family

What is the rule in NJ for the tenants paying a single water bill? I wrote the lease with the tenant's paying the water bill. Now I have found out that there is a single water meter. Is there nothing at this point that can be done to pass the water bill to the two tenants in the rental property? Or what is the price to have another water meter put in and at that point would the tenant's be responsible to pay their 'own' water bills? Thank you, Liz

The landlord should pay and split the bill amongst the tenants.
