First month ,last month and security deposit

Can you keep a secondary security deposit/last months rent for the entire term of the tenants stay (in pa)? It would be especially helpful for tenants who have marginal credit. Can anyone direct me or have other ideas to lower the risk

I don't think PA has a limit to the first and last month rent! Pa, in my experience seems to have more wiggle room when it comes to landlord/tenant stuff.
