She won't sign a lease or fill out an application, her lease with previous owner was month to month, still owe security deposit and is also sec. 8. sent a 10 notice to evict, what is pa law on this

I would definitely contact an attorney, for situations like this you will want to be sure to get everything done correctly so you don't end up losing money. When you bought the property did you receive the lease that was being used with the previous landlord? If so, read that lease agreement thoroughly.
