Water bill

One of my 2 family houses has only one water meter. Could the landlord have the tenants pay the water bill or even part of the water bill? He doesn't believe he could have the tenant's pay because of the ONE METER. I have a tenant now adding more family members to the lease when the landlord had previously quoted the tenants a rental price with less family members renting. I'm sure the landlord will have a larger water and sewer bill with these added occupants??  Thank you, Elizabethf
