is a tenant liable for balance if they want to move out 4 months early ?

Yes, but you must attempt to get a new tenant to minimize your damages and you charge them for just the time the place was empty, the cost for repairs(not normal wear and tear), and cleaning to get it ready to rent, and any advertising/ realtor costs.
