Dogs and puppies

We rented a unit to a couple, with two dogs. They paid the required $400 deposit plus pay a per dog rent increase.  We require all dogs to be spayed, two months into a 6 month lease they now have 10 puppies.  Quandary, is how to best handle the situation.  Any suggestions?
