Sublet

4 days ago, we found out our tenant subletted his apartment to 2 people.  He moved out.  The people came to our office and explained what occurred.  He even did a lease with them.  We are in PA, so I was going to post a Notice to Quit.  I just wanted some input before I do since one of the people he subletted to is disabled.  Is this the course I should take or should I get legal advice?
