Flat PGE Water Fee

Hello I have an inlaw property in Ca that we are renting. We are charging a flat fee for PGE and Water. IT is a one year lease. However, I would like to include a statement that says should PGE./ Water raise their rates, landlord may need to reassess the flat fee accordingly to commensurate with any increases. Is that legal in ca? Any suggestions on wording? thank you!
