I have taken over new property, the old landlord never had a lease. I am struggling to get tenants to complete application let alone complete a lease. Is there a form or requirement I can send to them. A lease is required by insurance company which the owner cannot get at this point.

Give them a written 30 notice of non-renewal. That is the form you send if they don't fill out the app and sign the new lease. The app isn't that important since they already live in the place it's just good for the background info. The lease is what you need you can always just have the lease term be month to month, if they don't want to be locked in.
