Security Deposit- CA- Who do I return to?

Hi folks, tenant is demanding I return their deposit even though the damages/repairs to my home exceeded their deposit (by almost 2x). Certified letter and receipts for repairs sent to them by 21 days. It’s important to note, their security deposit came from two assistance programs. In the event there was a remaining balance, who would I return the security deposit to? Do I need to provide those assistance programs the same letter I provided tenant? Thank you in advance. Any other information is welcomed.
