The Public Utility Commission of Texas (PUCT) Rules for Billing Water and Sewer Services

In Texas, property owners who submeter or allocate utility bills must follow all PUCT rules, including filing a Registration Form.

Under both billing methods - submetered or allocated - the local public utility measures the water usage for the entire property and then bills the Landlord based on the reading of a “master meter.” The property owner then bills Tenants using one of two methods:

  • Submetered Billing: Landlords use submeters at each rental unit to bill Tenants for water and sewer based on their actual usage.
  • Allocated Billing: Landlords do not meter each rental unit but instead use a formula to allocate water and sewer utility charges among Tenants.

PUCT further provides that only some Landlords may bill Tenants for the cost of water and sewage service. Specifically, owners of apartments, manufactured home rental communities, condominiums, strip malls, marinas, and other multi-use facilities may bill for this usage.
