Water bill

My landlord wants me to pay a water bill without showing me his water bill. I live in a 3 apartment complex. I agreed to pay the bill. He gave a water bill he made up. I asked to see his original bill to compare the difference in what I am paying to the other 2 apartments. He said he could not show me the bill.   My question is does he have to show me his bill. And will I know if  I am being charged fairly.
