Late Fees

I rent out a small room in my house in Washington state. I charge a late fee if the rent is more than 5 days late. In the rental agreement, should this be called a "late fee" or "late charge" (I've seen it done both ways), and should it specify that the late fee will be assessed even if only part of the rent is paid on time?
