deposit refund

My tenant left me with bedbugs, I got an estimate for treatment that could reach 1300, since the exterminator could not determine if the bugs were there or they brought them in I  split the cost for potential treatment and deducted from the deposit. She is taking me to small claims court, is that wrong to do.
